Public Policy Update: Clarifying the Federal Role in Ensuring Cybersecurity
by Danielle and G. Arthur Mihram, University of Southern California & Princeton University

Abstract :

Danielle and Arthur Mihram will review and update the literature of telecommunications policy, particularly the calls for a governmental role in 'cyber security'. They will indicate the procedure by which telecommunications can be securely transmitted, yet in a manner alleviating concerns about privacy. Their proposal for a 'National Electronic Postal Service' would not just fulfill Congress's constitutional duty to provide, in our Age of Tele-Communications, for electronic post-offices and electronic post-roads. An essential feature of this national electronic postal service would the issuing of secure electronic postmarks, which would provide a mechanism for copyright-protection.

Bio :

Danielle Mihram serves as Director of the Center for Excellence in Teaching at the University of Southern California; her biographical sketch has appeared in Marquis's Who's Who of American Women. G. Arthur Mihram is located in Princeton, NJ and has his biographical sketch appearing in the current edition of Marquis's Who's Who in America.
